He has that title because he's the one who has authority over the border.

What authority do you believe Harris has over the border, that you think she is to blame for "America's Border Crisis"? If she's to blame, perhaps you could explain what her actual responsibility is over the Department of Homeland Security that she has failed to properly execute...
