I've read about it in other sources that place the blame in two areas. 1. lower vaccination rates, and 2. international travel.
Mennonites have lower vaccination rates and have severe problems with the outbreak. They aren't ignoring international travel at all. The vaxx rate in Alberta can get as low as 45% in some areas, so the concept of herd immunity doesn't exist. They have the same problems we do.
There's a chart a ways down the page which shows whether the exposure was outside or inside of Canada. You'll see that most of the exposures were inside Canada.
