A realistic evaluation of COP28 is that they failed to address the crisis.

You may want to read (transcript) or hear (I suggest listening because Al is smart) how COP is dominated by petro states:

Also, CO2 emissions are going up:

"Overall emissions are up 1.1% compared to 2022 levels and 1.5% compared to pre-pandemic levels, continuing a 10-year plateau."

"It now looks inevitable we will overshoot the 1.5 C target of the Paris Agreement, and leaders meeting at COP28 will have to agree rapid cuts in fossil fuel emissions even to keep the 2 C target alive."
