by this bar, it would say it would be impossible for anyone elected, with both houses in thrall, not to get something done that was a topic during the campaign. and the more topics, the more likely some will get done.
and there is the little matter of what you can actually credit them for doing, while absolving them blame for all the failures.
how this is related to the stupidity of the person, or the voters, is irrelevant. it does not mean they are NOT stupid, as evidenced by many other campaign topics
