I get what you are trying to say, but the two actions you enumerate, and the personality traits you describe, are mutually exclusive.

Let's say appointed justices that overturn Citizens United, and expanded Medicare into a true national health program, but, also, officially opened the nation's doors to all comers, offering free government services: free housing, free food, free clothing, free education, free medical care, and raised taxes on everyone else to cover the cost. Let's add: require everyone to learn Spanish, so the people flooding across the border don't feel excluded. Don't send criminals to prison, because it "stignatizes" them. Outlaw "men's" and "women's" bathrooms, because they are "divisive". Some of those would probably find some pushback.
