Sure. And it specifically says that a person can only vouch for ONE PERSON. So you can't have a case in which someone sitting at the polling point simply vouches for a bunch of people who show up.

The original discussion was about what is required at the polling booth. I am not sure why the discussion was changed from enrollment requirements to poll booth requirements.

If proof of citizenship were required at registration (in the USA they call "enrollment", "registration"), the same folks opposed would be hollering as well. I think if the law said that everyone has to re-register with proof of citizenship, it would be acceptable.

It happens to be that there is minimal voting fraud in the USA, but registering with proof of citizenship, followed by ID at the actual poll to show you are who you are, would be sufficient to silence those who are clamoring for all sorts of restrictions now.
