To be eligible for a U.S. passport, you must pay any outstanding child support. If you owe more than $2,500, federal regulations do not allow us to issue you a U.S. passport and we may revoke your valid U.S. passport.

The Supreme Court yesterday allowed Florida to bar people with felony convictions from voting unless they pay court fees, fines, and restitution. The ruling means that nearly a million otherwise-eligible Florida residents won’t be able to vote.

See? Easy. At the Federal level, suspend Medicare or Social Security benefits, if student loans unpaid. Suspend SNAP benefits. Seize income tax refunds. Put defaulters on airline "no fly" lists. At the state level, suspend driver's license, suspend Medicaid. Plenty of control levers available. All it takes is the will to beat the money out of people.
