- sequestered decisions for aid where trump is unaware...skipping\dozing through daily briefings
on the last point, there is decent narrative that certain american intelligence agencies are simply running through standard internal processes to provide info on russian targets for ukraine.
so its not payback for russia providing american targets for iran, but could be related to drone deals.
