Neither. They can both cause a lot of pain to each other, but neither one can actually be "beaten" - at the end of the day, Trump will still be President and Musk will still be one of the world's richest men (and probably the richest).

In the short run, Trump can really screw over Musk. Get the FAA to ground Space X, get NHTSA to stop his Austin Robotaxi pilot program, order that Teslas no longer qualify for the EV tax credit - none of it might be legal or enforceable, but it would whack the value of his various enterprises. Meanwhile, Musk can go full attack mode on vulnerable House reps to make sure the OBBB doesn't pass. $100M in a dozen primaries would overwhelm those incumbents, and they know it - all he has to do is announce he's funding the PAC to attack any reps that vote for it and defend any that vote against it, and that puts Johnson (and thereby Trump's big bill) in a box.
