I regarded Russia as a threat when they started some of their old policies, invading Chechnya (excuse: Chechens blew up an apartment building, even though we're pretty sure Putin did it), invading Crimea, and political assassinations. I will confess I didn't see the invasion of Ukraine coming, but I think anyone that was paying attention (including the Pentagon) saw Putin as a menace. The Felon did not appear to see it, has advocated cutting funding to Ukraine, and seems to admire Putin (probably because he went from an elected president to "president for life"...the Felon wants to do that).

I was (and still largely am) more concerned about China now. If the West continues to fund Ukraine, they will be able to wear down the Russian war machine and will to fight. China is claiming vast stretches of ocean (and the islands it contains) as their own, especially some of the territory of one of our allies (Scarborough Shoals). That has the potential to escalate into a shooting war, and we haven't been able to get a new DDG(X) design done. Meanwhile, China's Type 055 destroyers are top of the line.
