Which is why we need an overhaul of the system that includes guest/migrant worker visas. I believe sano has said that we had such a program in the 50s, but it went away.

Yup. Big ag didn't want to be held to the terms of migrant programs/regulations. Free range migrants are more easily cheated and abused.
